Registration of Foreigners in Uzbekistan in 2026: Rules and Deadlines
Who must register, how hotels do it, what e-mehmon is and what can happen without registration. General information for tourists.

Registration of foreigners is a question that worries many travellers. In Uzbekistan this process has been noticeably simplified in recent years and largely moved online. For a tourist staying in a hotel or guesthouse, everything is usually handled automatically. But the basics are worth knowing. Important: rules and deadlines change, so before your trip check the current requirements on official websites, at a consulate or with your host. Below is general information, not legal advice.
What registration is
Registration is notification of the authorities about where you are staying in the country. It exists so that the location of foreign citizens is known, and it confirms the legality of your stay. If you sleep in different places, you must register for each place of stay within the set deadlines.
Who registers you and how
If you stay in a hotel or guesthouse
This is the simplest case. Hotels, hostels and licensed guesthouses must register foreign guests themselves. You show your passport at check-in and staff enter the data into the electronic system. Usually registration is done on the day of check-in or within the set period, and confirmation can be obtained at the front desk (a paper slip or an electronic document). Ask at check-in whether you have been registered and get confirmation.
If you stay with a private person
If you rent an apartment or stay with acquaintances, registration is usually done by the host through the electronic system. Arrange this in advance and ask for confirmation. If there is no registration the host may bear responsibility, so hosts usually know the procedure.
The e-mehmon system
E-mehmon is an electronic system through which foreign guests are recorded. Hotels and hosts submit stay information through it. For tourists this means that in most cases you do not have to arrange anything yourself, but it matters that your host enters your data. System names and procedures may be updated, so confirm the details.
Deadlines
Registration deadlines are set by law and may change. The general principle: while in the country you must be registered within the set period from entry or check-in. Separate norms apply to short visits and transit. Because numbers and exceptions change, do not rely on outdated information: confirm the current period on the day of arrival on the official site or with your host.
What you need to register
- A passport and, if necessary, a visa or another document confirming the right of entry.
- A migration card or an electronic entry record, if one is provided for.
- The address of stay and the host's details.
- Information on the purpose and duration of the stay.
Keep registration confirmations until the end of the trip. Photos and electronic copies are handy on your phone, but sometimes a paper copy is needed for a check.
What happens without registration
For breaking registration rules, fines and problems on leaving the country are possible, up to detention. In practice tourists who stay in hotels rarely face this, as staff do everything. The main risk is for those who stay with private persons or change their place of stay without notice. If you suspect registration was not completed, contact the hotel or your host as soon as possible.
If you change cities
For a tourist travelling the Tashkent, Samarkand, Bukhara, Khiva route, registration is usually completed at each hotel separately. This does not mean visiting offices: just present your passport and take the confirmation. For example, when you move along the Tashkent to Samarkand route and stay at a new place, you show your passport at the hotel in the same way and it registers you in the new city. Keep all confirmations.
Recommendations for tourists
- Carry your original passport on all transfers: it is mandatory for check-in.
- Stay in official hotels and licensed guesthouses and ask about registration.
- If you stay with a private person, arrange registration in advance and make sure the hosts know the procedure.
- Keep receipts and proof of stay.
- If in doubt, contact the consulate or the official website.
- Watch the period of your visa-free stay: do not overstay.
Travelling between cities
On the road your documents may be checked at posts. Keep your passport at hand. If you travel in a shared car, for example through the Yo'ldosh app, take your passport and proof of accommodation: that way the check passes without problems. Drivers and passengers may be checked on highways, and this is normal practice.
Frequently asked questions
Do I need to register in every city? Registration is usually arranged for each place of stay. Hotels do it for you.
What if the hotel does not register me? Ask them to explain why and find out what can be done. If in doubt, choose other accommodation.
Can I register myself? The procedure depends on current rules: check the official websites.
Is registration needed for a short visit? Exceptions apply to short periods, but they change, so check.
Bottom line
For most tourists, registration in Uzbekistan comes down to a simple rule: stay at official hotels, show your passport and take confirmation. If you stay with private persons, arrange it in advance. Rules are updated, so check fresh data before the trip. Plan your route, for example Tashkent to Samarkand, and keep documents at hand.
